Youths in the crisis
Although the youth unemployment rate is generally higher than the overall unemployment rate, after the outbreak of the crisis in Croatia the youth unemployment rate has been growing much more rapidly than the overall rate. The unemployment rate for the conventional youth population, i.e., those aged 15–24, increased by 25 percentage points between 2009 and 2013 (from 25 to 50 percent), while for the population aged 15–29 it increased by more than 15 percentage points in the same period, reaching levels considerably higher than the average rate of youth unemployment in the EU. From a policy perspective, a number of measures have been introduced since the beginning of the crisis to tackle this issue, with the most popular being professional training for work without employment. However, according to an independent evaluation, the success of the measure is limited.
