Abstract: During the last decade, the changed paradigm of the child and childhood and numerous legal acts contribute to the better organization of early childhood education in the Republic of Croatia. In Croatian system of early childhood education, there are significant regional differences in the percentage of involvement of children in institutions of early and pre-school education. Children do not have equal access to affordable and quality early childhood education. There is a greater need for involvement of younger children (from one to three years of age), as well as pre-school age (from the age of three to school age) in relation to the capacity, mainly in the larger cities. In the counties of central and eastern Croatian, where the highest rate of unemployment of parents and poverty has been identified, a smaller percentage of children is included in early childhood institutions whereas priority in enrollment have children of working parents. In areas of lower financial status perceived problem is the large number of children in groups of concern one educator. This may refer to the reduced quality of early and pre-school education, and initial unequal educational status of children with regard to their place of residence. Roma children are also less involved in the institution of early childhood education. This has affected the fundamental rights of children to the same and equal life start, as well as the future successful schooling. This indicates despite the positive trends that the system of early childhood education in the Republic of Croatia is not on the level achieved in the European Union.
